Valka, Latvia
Ties of friendship between twintowns reach to the past, varying in intensity and fields through different periods.
The first cooperation agreement was concluded in December 1995, signed by Meelis Atonen, the Mayor of Valga and Inta Laganovska, the Mayor of Valka. Cooperation fields: town management, economy, environment, tourism, general planning.
 
In January 2006 the town of Valka joined in the international cooperation net, which consists by now of 8 different towns from EU, including Valga. Priority fields: juvenile cooperation, education, town management, entrepreneurship.
Today's cooperation between Valga and Valka goes on in many development fields like town management and economy, education, culture, sport, tourism, rescue service, general planning. Joint efforts are made to promote more active cooperation in the field of medical aid.
For united development of the two border-town there are several projects, supported by EU programs, which have been put into practice, are in operation or continually planned.
In order to coordinate the cooperation between twin-towns the joint secretariat was founded in January 2005 in frames of the EU Interreg IIIA program project "Valga-Valka: 1 city, 2 states".

Östhammar, Sweden
Connections between Valga and Östhammar reach to the year 1989, when the midpoint of cooperation was experience exchange in fields of environment, social work, entrepreneurship, rescue service and town management.
In 2001 the large international festival of towns of friendship took place in Östhammar, where were participants from several EU countries and there was formed a widespread cooperation net.
In Östhammar, on May 26, 2001 there was signed a cooperation agreement between 7 towns, including partners from Durby, Uusikaupunki, Orimattila, Novgorod and Kobylnica. Priority fields are juvenile cooperation, culture, town management, entrepreneurship. Agreement was made for 3 years and renewed in Kobylnica, Poland, in 2004.
From the year 2001 there are joint reunions once every year in one of the partner towns to discuss and estimate cooperation during the year, make plans for future and exchange experiences. So there have been reunions of partners - in 2002 in Durby (Belgium), in 2003 in Orimattila (Finland), in 2004 in Kobylnica (Poland), in 2005 in Uusikaupunki (Finland), in 2006 in Valga -Valka and in 2007 the reunion is taking place in Košcelisko (Poland).

Novgorod, Russia
The cooperation agreement was concluded on May 26, 2001 in Östhammar, including partners from Östhammar (Sweden), Durby (Belgium), Uusikaupunki (Finland), Kobylnica (Poland) and Durby (Belgium).
The agreement is renewed in every 3 years, as it is settled in this contract.
Priority cooperation fields are juvenile cooperation, culture and entrepreneurship.
Košcelisko, Poland
Košcelisko joined in the cooperation in 2004 with the cooperation agreement, which was signed in Kobylnica.
In January 2006 in Kobylnica there was concluded the Charter of Towns of Friendship between 4 towns - Valga, Valka (Latvia), Kobylnica (Poland) and Košcelisko (Poland).
Priority cooperation fields are juvenile cooperation, culture, town management and entrepreneurship.
 The official delegation of Košcelisko visited Valga and Valka in 2006, during Valga-Valka twin town festival. 
The next reunion of partners is taking place in Košcelisko in 2007.
 
Oakland, USA
Cooperation contacts started by the program of partner towns of Maryland-Estonia.
In September 2000 the Friendship Declaration was signed by Asa McCain, the Mayor of Oakland and Margus Lepik, the Mayor of Valga.
Priority cooperation fields are education, culture and economy.
In August 2000 the delegation of Oakland visited Valga and in September a return visit of Valga mayor took place.
In 2002 there was a meeting with a delegation of Maryland in Valga County. The scholarship of Maryland Garrett College has enabled for two students of Valga to study in America.
Hallsberg, Sweden
Cooperation started in 1990.
Priority cooperation field is education. From the year 1991 there was possibility for 2-3 students of Valga to study in Hallsberg gymnasiums in order to learn Swedish culture and language and to obtain a primary level of some kind of vocation. Studies were supported by VäneEst Fund of Hallsberg Commune. More active period lasted until 2001  and today this cooperation has finished, but contacts between town management and schools still continue.
There is also cooperation in the field of medical aid between family doctors and nurces of both towns.
 
Lübz, Germany
Cooperation started in 1995.
Priority fields are town management and culture exchange.
Through the years our Valga BigBand has given concerts at summer festivals in Lübz.
Several visits and return visits take place between leaders and officials of the two towns.
 
Tornio, Finland
Connections started in 1995.
The cooperation fields are town management, economy, environment, rescue service, eduation and culture.
Visits and return visits between different administrations and local governmental institutions have taken place mainly in frames of differentEU projects.
More active communication and cooperation started in 1995-1997 by the program ESTLA which was supported by EU Ecos Overture program and included twin towns Valga - Valka and Tornio - Haparanta.
 
Haparanta, Sweden
Connections started in 1995.
The cooperation fields are town management, economy, environment, rescue service, education and culture.
Visits and return visits between different administrations and local governmental institutions have taken place mainly in frames of different EU projects.
 
More active communication and cooperation started in 1995-1997 by the program ESTLA which was supported by EU Ecos Overture program and included twin towns Valga - Valka and Tornio - Haparanta.
